This is original graduation badge of Soviet Higher MVD School. MVD stands for Ministry of Internal Affairs. It is made out of heavy brass and cold enamel in 1970th; screw back; 2-piece construction. There is a Leningrad Mint and “Higher MVD School†stamps on the back. Information about the badge you can find in the book “Badges of USSR Universities†by Sidorov V. ; volume 1, page 76 #56.8.
